This mod came about because I wanted a new house for the character I just started a few days ago. Wanted a house in the Imperial City, but wasn't quite happy with the shack in the Waterfront District. Also, none of the house mods I looked at were exactly what I wanted (I prefer the house to come without all the dishes, food, and other crap, so I have a reason to hold onto some of the junk I find). So, this was the result.
This adds a buyable house in the Talos Plaza District (definitely a bit more upscale than the shack in the Waterfront) for the player to move into. It's located in the southwest corner of the district, along the perimeter wall. I don't know of any specific conflicts, but any other mod that does anything with that spot will conflict. The house has three floors. The ground floor has a dining area, some storage, a weapon rack, and 3 display cases. The upstairs floor is the bedroom/study area, and has 3 more display cases. The basement has more storage containers, and also serves as a modest training room.
The front door is disabled until you buy the deed, so no breaking in.
You can buy the deed from Jensine's shop in the Market District for around 5000 gold, depending on disposition. Buying the house will also advance the "Houses Owned" stat.
This mod requires the Shivering Isles expansion (I used a display case from the expansion).

1. INSTALLING THE PLUGIN

To install the plugin, unzip the files into the Oblivion/Data
directory. Or, if you prefer a more manual installation, unzip to
a temporary location and then stick the included esp file in the
Data folder in your Oblivion installation.

2. PLAYING THE PLUGIN
*****************************************************************
From the Oblivion Launcher, select Data Files and check the box
next to the B79_Talos Plaza House.esp file.
This mod adds a buyable house in the Talos Plaza District of the
Imperial City. The house is located in the southwest corner, in the

Jensine's Good As New Merchandise, so you can't get in until you own
the place. Buying the house will advance your "Houses Owned" stat.
The house consists of three floors: a ground floor, upstairs, and

floor has a dining area, and the basement serves as a training/storage
area. The ground floor and upper floor have display cases to show off
your loot (including one of the cases from SI, which is why the expansion
is required).
The house includes no dishes, food, or other assorted crap; you bring all
that junk in yourself (this is the way I prefer it).

3. Save Games

This plugin should not invalidate your old saved games. If your remove this
plug-in from a game in progress, you will get an error message, but should
be able to continue (though you will lose any items you left in the house,
of course).
**Note: As a rule, you should backup all your saves before using this or any
other plugin, as a precaution against any strange error you might encounter.

4. Known Issues/Conflicts

No specific conflicts that I know of. However, this mod will obviously conflict
with anything else that places anything in the location where I put the house.
Also, I had to delete a couple rocks and a tree from the spot where the house sits,
so any mod that touches those objects will obviously also conflict.
